Even if it feels risky, the reality is that the most successful investors end up making money by investing during down markets. What you shouldn't do is stop investing. Ultimately, this is something that only you can decide based on your analysis of the stock's value, your risk tolerance, and your investment horizon. Ideally, yes – you should buy stocks when they are down, but only when your research and analysis suggest a rebound is inevitable.
If you're asking, "Is now a good time to buy a stock?" consider that it's always a good time to invest when you find a security you've determined is undervalued by the rest of the market. On the other hand, you'll likely find more opportunities to buy shares of undervalued companies during a broad market decline.
We rarely advise buying more of a stock if it already makes up much more than 5% of your portfolio. Let's put it this way: It only pays to average down when it's a coincidence, not a strategy. It makes sense to buy more of a stock because it's attractive, not simply because you want to cut your average per-share cost.

Do you owe money if a stock goes negative?
No. A stock price can't go negative, or, that is, fall below zero. So an investor does not owe anyone money. They will, however, lose whatever money they invested in the stock if the stock falls to zero.
For now at least, analysts are anticipating S&P 500 earnings growth will continue to accelerate in the first half of 2024. Analysts project S&P 500 earnings will grow 3.9% year-over-year in the first quarter and another 9% in the second quarter.
A common rule of thumb is the 50-30-20 rule, which suggests allocating 50% of your after-tax income to essentials, 30% to discretionary spending and 20% to savings and investments. Within that 20% allocation, the portion designated for stocks depends on your risk tolerance.
Mondays: A Day of Adjustment
Historically, Mondays have often been considered a good day to buy stocks, primarily due to the 'Weekend Effect' or 'Monday Effect'. This theory suggests that stock prices tend to drop on Mondays due to negative news released over the weekend.
Timing Risk – Timing the market is a challenge for even the most seasoned investors. Stocks may decline after you buy because you have purchased at a high point, just before a drop. This is a risk that is inherent in any investment and highlights the importance of timing and careful market analysis.
Cash and Cash Equivalents
Cash equivalents include short-term, highly liquid assets with minimal risk, such as Treasury bills, money market funds and certificates of deposit. Money market funds and high-yield savings are also places to salt away cash in a downturn.
Cash. Cash is an important asset when it comes to a recession. After all, if you do end up in a situation where you need to pull from your assets, it helps to have a dedicated emergency fund to fall back on, especially if you experience a layoff.

Values fluctuate, but you are holding stocks, not money. It only becomes money again when you sell it. If you sell your stocks for less than you paid for them, only then have you lost money. That lost money went to the owner of the stock that you bought at the time you bought it.
